Im a an Administrator in Jira and Confluence, I got a question from an User to enable for him the Remote API
I found the https://confluence.atlassian.com/conf71/enabling-the-remote-api-979423997.html but i still dont know how to grant the access for an other User..

You should take a look at the Confluence REST API in order to interact with Confluence content via the REST API if your Confluence version is larger than 6.
The Confluence API is very flexible, so you should be able to do most operations on Confluence content via the REST API.
Take a look at the Confluence REST API examples to get started.
XML-RPC and SOAP API's are deprecated from Confluence version 5.5.
