Verify Domain without notifying over 1000 accounts

Hello,

we are in the process to implement Atlassian Cloud to Azure for Jira.

Since we dont want to notify every user because we would like to test things first i want to know how we can verify our domain with sending mass emails.

Somehow Atlassian rememers the synced users from another organisation under admin.atlassian.com we created to test and then removed every conntection to our domain and removed Atlassian access.

It is my understanding that the email does not get sent out until the accounts are claimed. Nothing is done when the domain is verified.
