Set annotation of field on the issue view screen

Question

I want to show the description (comment) of the field under the field on the issue view screen.

Under the Priority field, I would like to add comments for "Level 0: Everyone, Level 1: Team Leader, Level 2: General Manager, Level 3 ~ 4: Executive, Level 5: CEO".

How do I implement this?

You could create a custom field that acts as a copy of priority field.

I want to  add comments under the priority field.

But Priority Field is not custom field.

How can I do?
