Hello Samuel,First of all I recommend you to seek the conversation with your colleague/employee.Besides that: Isn't there a way to block this linking on an administrative level? Why should you be able to link open issues with closed ones? Could you explain the use case please?
If you have Automation for Jira, you can set a rule to trigger on "Issue Linked" and have it send you an email.

For your new question. Maybe if you used workflow properties to make the close issue un-editable, that might work. But that could have unintended consequences.
