confluence server soyTemplateRendererHelper.getRenderedTemplateHtml message

Hello, I recently noticed that my top banner no longer displays the menu buttons to navigate throughout my instance of confluence. 

I have tried removing the following plugin temp folders after shutting down Confluence Server:

plugin-cache, plugin-osgi-cache, plugins-temp, bundled-plugins, to no avail. 

I have also attempted to reset the plugin via the database with:

<span>UPDATE</span> BANDANA <span>SET</span> BANDANAVALUE<span>=</span><span>'<map/>'</span> <span>WHERE</span> BANDANAKEY<span>=</span><span>'plugin.manager.state.Map'</span>

And still no success in getting the banner to display.
