Jira portfolio(3.24.0) API to create a plan and program not working

I am not able to create a plan using  API Please resolve this issue.

This looks like a Duplicate / additional troubleshooting related to the other question you asked recently and I wanted to drop the answer here as well in case anyone else runs into this same issue, the alternate post can be seen here for referance:

To summarize the current state, we have the endpoint set up as a POST ready to start accepting write requests but it's currently Read Only and cannot create a Plan at this time.  and we have two feature request to look at right now relating to this on is a request from our Dev team on what do you want to see added to the portfolio API:
