• I have two fields ACR and HOLD with all status transition.
• From status ACR and On Hold the transition should be come to previous status only.

What is a "field with a status transition"?

A field is a place to store issue data.  A status looks a lot like a field, but is actually an indicator of the issue's position in the workflow, and a transition the process of changing the position.  So I am a little bit lost on what you are asking.
