atl.general context does not seem to be working for me

I have the following web-resource

 <web-resource key="AttachmentReport-resources" name="AttachmentReport Web Resources">
    <dependency>com.atlassian.auiplugin:ajs</dependency>
    <resource type="download" name="AttachmentReport.js" location="js/AttachmentReport.js"/>
    <context>atl.general</context>
</web-resource>

 And I am not sure why it is not loading on every page (actually, it is not loading on ANY page). The file IS available in the /download area.

/download/resources/{plugin-key}:AttachmentReport-resources/AttachmentReport.js

It is also available in the /download/batch area

/s/.../download/batch/.../AttachmentReport-resources.js

But according to the Chrome Developer Network tab it is not getting loaded. Also, View Page Source shows that it is not part of the page.

There is nothing in any of the logs

Obviously, I am missing something. But I have no idea what.

I have changed my design. This is no longer relevant. But feel free to respond anyway.
