Is there a supported macro that will allow visitors to vote on a survey multiple times without overriding their previous vote?

But that appears to be this unsupported Macro https://marketplace.atlassian.com/plugins/confluence.plugins.knowledgebase.survey/server/overview and when I use this I need to close my browser before I can resubmit a vote.

Take a look at ConfiForms. Data Forms & Workflows add-on for Confluence.
You can create various types of forms, including the ones which will capture "votes": allowing or disallowing multiple votes (records) per user is also a setting you can manage, additionally to many other customisation options.
