Where is the Delete function?

According to a Confluence Help page, the Delete option is under the ... in the upper right. I don't show the Delete option there.

How else can I find it?

You need to ensure you have the delete permission within that space. To edit these, you'll need to be a Space Admin and then:

1. Go to Space Settings / Space Tools (depending on if you're on Cloud or Server)
2. Select Permissions
3. Ensure your user group or your individual user permissions for that space have delete checked with a green tick against the "pages" permission
4. If no, then you can press "Edit Permissions" to edit existing permissions or add new permissions for just yourself or a group of users.

If you're not the Space Admin, you can still select Space Settings / Space Tools and on the Overview page, look who the space administrators are. You might also be able to view but not edit the permissions.
