why is there no assign field on issue create

I'd like to be able to assign an issue while creating it.....I'm and admin...why is the assign field missing?

did you check the create screen to see if the assignee field is on that screen?

the next thing to check is the configure fields at the top right of the screenshot you provided to see if somehow assignee was not selected.
