How to bulk update organization

Why can't I update Organization in bulk with Server version? It appears this functionality was added to Cloud version four years ago... https://confluence.atlassian.com/servicedeskcloud/blog/2016/11/change-organization-for-multiple-issues

Can you not bulk update via Filters?
