Does the GDPR changes on Jira Cloud Rest API apply to Jira Server

As I Understand the GDPR changes in Jira Cloud REST API for Jira User object are active. Meaning the "name" attribute is removed. Does that apply to Jira Server as well? IF yes from what version?
