Problem in Data Migration one jira instance to another

I have migrated the data from one Jira instance to another and attachments did not come properly. I can see all the attachements in new jira instance but they don't open.

can you please let me know what can be the next step to import all the attachments as well.

Do we also have ability to create super admin?

where can I find the home folder?

I found the attachement folder in zip file but how to I manually put it into new Jira. Can you write down the steps?

Try and manually copy the attachments folder from the old JIRA_HOME folder to the new JIRA_HOME folder.
