[Workflow] Why can't I add transition for workflow?

Hello!

My workflow do not have transition between steps. So I would like to add transition for these step. But I can't. Jira show as below. Please help me!!!

Hi,

You cannot edit a active workflow.

Please make a copy of the current Workflow and then add transition to the copy. After this please replace the old Workflow with the new one with transitions.
