i know how to start the dev instance but i need the a big list of project an would like to save working time with creating dummy projects...

With the SDK, you don't need to have a server!

Once the SDK is installed, you can run the following (I'm assuming Jira)

atlas-create-jira-plugin  (this will ask you for some basic information on your plugin)

atlas-run

The second command will compile the skeleton plugin, download the named version of Jira (see the created pom.xml), install it and run it in developer mode (localhost:2990/jira, user = admin, password = admin)
