system priority got changed automatically

How do I check who has changed system priorities.

I was working on workflow where I have used below code in addtional issue action when I create a subtask automatically

issue.priority?.name == 'Minor'

issue.priorityId = 4

I tried it in test jira and it changed again. It is bug in Jira.
