Is it possible for a normal user to change or to adjust an activity in a bord or card

I've got a Trelloboard with 4 users. I'm the admin and the other persons are normal users.
When I make an activity, it is nog possible to adjust or moderate the activity for a normal user. I cannot find anything to adjust in the settings for those users.

Do I have to make all the users admin?

The activity stream on a card or the board activity can not be edited, regardless of being a normal user or board admin. A board admin can however edit or delete any comments of normal users on their boards.
