I Connect my old jira sql databse while installing but while creating administrator account i am getting "Cannot add user, all the user directories are read-only."
Your JIRA must be using synced users from external user directory ( LDAP AD ) .
Maybe that's why it is on read-only mode.
So what can be done to solve this issue..i am running the old db in SQL2014.
