I want to create an API to pull in requests and log them into Jiras. Can that be done?

I have a database where risk entries come in indexed to a specific owner. I want to bulk upload them so each entry creates a Jira to ba addressed

Yes, take a look through the API doc - under api/2/issue there is a single issue create or bulk create
