Changing Default file Size setting

How do I proceed to change the default setting to allow me to upload file that is more than 10 MB from the site url.

Welcome to the Atlassian Community.

Go to Admin > General settings and from here you can change the attachment limit. See Configuring Attachment Size for more information.
