Have admin access but can't create a template!

Hello,

I want to create a page template on our confluence wiki. I am an admin, yet, I cannot see the Create Template option under Space Tools > Content Tools.

Any guidance would be appreciated!

Thank you! I actually needed other privileges that I did not have before so it was hidden.
