Given a page URL, how can I retrieve the name of the last user to update it?

Using Confluence 6.15.2

I'm working with an existing table with this format

Name         | Owner | URL of confluence page | URL linking to page outside confluence
Listing files | ted        | https://jira.example.com/pageId=12345 | https://example.com

I would like to query Confluence with the URL of the page, and populate the value for Owner.

My model is that this should be similar to a spreadsheet, and there should be a macro or function I can call on the URL of the confluence page to retrieve the page property "last updated by"

So, if user "ralph" updated the Confluence page at a certain URL, I want to get the
name "Ralph" via a function call on the Confluence page URL (or return nothing if the URL can't be found)
