We would love to help you out, however, we have little to no information on the issue itself. Here is a list of questions to help address this:
Is there any on-screen error shown when users try to login? Is this affecting all users? Is this affecting newly added users as well? When did you first notice this issue? Are you using Confluence Cloud or Self-hosted (server/datacenter)?
