Can I develop a roadmap with initiatives? Currently the Next-Gen roadmap that I'm using does not allow for initiatives. I'd like to put 'Design' and 'Development' and 'QA' on the same line.

Currently Next Gen Roadmaps only visualise the Epic level.
You'd need to consider an alternative for creating the view you're looking for - either an App or if Initiatives are a higher level of your hierarchy, you can create a pretty slick view of the overall work breakdown using Portfolio!
