How to get Confluence user report?

I think the user report is a very general concept. What data do you want to get in order to prove that the current number of user licenses is not enough?

By uesr report, i mean Daily Active User & Monthly Active User, maybe even monthly average usage time per user, etc.
Originally, we paln to have around 1100 accounts for all, but some suggest we postpone the progress, and i desperately need this report to convince them 500 is far from enough.
