Is the server/ pc you are running the git command from capable of accessing bitbucket.org
you could quickly run a check via telnet
telnet bitbucket.org 443 Fri Aug 23 16:50:13 2019Trying 18.205.93.1...Connected to bitbucket.org.

Check out the info at https://confluence.atlassian.com/bitbucketserver/securing-bitbucket-server-with-tomcat-using-ssl-776640127.html?_ga=2.259581512.390115574.1566475603-1713673472.1533143156. This shoold have what you need to get Bitbucket working over HTTPS.

telnet bitbucket.org 443
