Where do I find "Application Links" in Confluence 5.1?

I've just installed Confluence 5.1.4 in evaluation mode. I'm testing an application that communicates with Confluence using OAuth for authentication, which requires that I set up an Application Link in Confluence.

I have Confluence 4.3.1 installed on another server for testing and know where Application Links are in the administrator interface there (under "Administration" in the left nav on the Administration Console). But I haven't been able to find this in the 5.1.4 installation.

I found it. A google search on the first apparently-relevant error message led me to this: https://answers.atlassian.com/questions/28331/confluence-system-plugins-failing-on-startup ... which led to this: https://confluence.atlassian.com/display/CONFKB/Plugins+are+Disabled+at+Startup+and+Various+Timeout+Errors+Appear+in+the+Logs+After+Startup

I increased the timeout as described in the article above, and the Application Links plugin became available after a restart.
