can not import repositories into my local bitbucker server

I use docker , the docker log is :

 

"POST /rest/importer/latest/external-source/missing-oauth-scopes HTTP/1.0" c.a.b.i.i.r.ExternalRepositoryResource Error making external request: Request forbidden

1. Where are you getting this error? Is it in Docker or in Bitbucket Server?
2. How were you trying to import the repositories? Can you describe the steps you were following?
3. Do you have any repositories in your Bitbucket Server instance already? Or is it empty?
