Unable to add user to our JIRA project

I have requested for JIRA access for my colleague via Service Now, he has go access to the tool but I am not able to find him under "add Uders to role" to add him to our project. Could you quickly help me with this please?

There are a few reasons why adding the user does not work:

1. Have you checked whether the user has been given proper access to the correct Jira instance? ( in case you are running more than one)
2. Can you browse users in general, i.e. do you see auto suggest functionality for user picker fields?
3. Maybe some sort of synchronisation hasn't run yet and you were simply too quick in trying to add the user?

Just some ideas to start looking...
