I am a user Even logging off of the my Jira I am still logged into Jira account. How do I log out?
That is odd. Can you share screenshots of what you are experiencing that might provide a clue?

open id.atlassian.com & logout there. Clear all cookies for *.atlassian.net
I'm pretty sure your browser is caching some credentials.
