Database collation 'en_US.utf8' is not supported by Confluence

I am testing upgrade of Confluence to 8.3.1. Confluence shows a message on startup after upgrade

Database: The database collation 'en_US.utf8' is not supported by Confluence. You need to use 'utf-8'.

I am not an expert on the collation stuff in PostgreSQL, why is my database no longer supported?

The only thing I know about collation is that Jira and Confluence need to use different collation which is curious fact so I always try to setup the databases with right collation.

I always thought I was setting up the database per Atlassian instruction. I am also using PostgreSQL 9.6 thinking it is a supported database / version. Is this correct?

JIRA 8.3.x supports PostgreSQL v9.4 and above. If you are using a PostgreSQL version below 9.4, you will need to upgrade your PostgreSQL database.

Additionally, this database collation is an known issue and Atlassian is currently gathering information through there support ticket
