I am trying to identify User Groups that are not used anymore, there are Groups that do not have any associated Permission Schemes. Does this mean the Group is not being used?
No. Project roles can have groups assigned to the roles, but the group never appears in the permission scheme. Groups can also be used in issue security schemes and permissions on workflow transitions.
