can I limitate the use of some app just to few users?

We would like to implement Jira as project management software in our company.

Clearly we would like to involve the major number of users but different users have different needs.

The idea could be to customize Jira for different groups of users. For example, a PM need an app for budget and cost monitoring but this app is unuseful for a lab technician. Is it possible to install an app just on the interested profiles?
