I only see branch write permissions that can be set. Can read permission can be set so that only select user can checkout that branch?

No, repository is the smallest unit for read permissions.
In fact, when a branch write permission is in place, it only restricts users from pushing any changes to that branch up to Bitbucket, while they can still do whatever they want with that branch in their local copies of the repository.
