Thank you @Thomas B !!!!  Super helpful.  Just realized that I do not have access to the User Management screen, but the rest of the instructions are super helpful!

Now I need to find out within my department who has access to the User Management screen.  Thanks again!

Hi @Cyrus Balanlayos

* Jira Administration (top right)
* User Management
* Create User
* Add* Email Address
* Full Name
* Username
* Password

* Create the user
* Add the user to proper groups for permissions (usually named jira-software-users)
