Basically, I have sync the Jira database with our local db and problem is I am unable to sync issues or worklog which is being deleted later.
I need to fetch those data to delete it from our local db.

Jira database does not contain information about deleted issues. You would need to go through the logs of you database to find this info. Each database has its own tools for it.
At least I need issueid/worklogid which are being deleted so that I can delete them from our database as well, please help if there is some other way to resolve this.
