How I can add workflow-dropdown-button on issue page?

I want to add drop-down button having some links which will opened the dialog, also shared a screenshot on which I shown square marked with red where I want that workflow button.

The workflow buttons (Transitions) appear before Admin when you modify the workflow. What exactly you are planning to do when someone clicks on the button?
