Why can't I add a user to a group in JIRA?

I can find the name of a user in the system but when I try to add the person to a project, the "Add User" button is visible but disabled.

Hi @Albert Holaso ,

Is this user disabled? Are you on cloud or on premise? Have you chosen a role for him before clicking add?
