How do I change the recipient email address for the application property "HerculesScheduledScanTask.recipients"?

Troubleshooting and Support tools > Log Analyzer > "Periodic Scan"
put an mail account into the Recipients text box.
What does this Hercules Schedule Scan Task do? I noticed it spikes the CPU usage and sometimes it crashes Jira. If its not important is it save to disable?
