As a non-administrative JIRA user, I would like to see the issue labels on the backlog in the New Issue View.

You will need to be an Admin of the project to do this, but if you're not, you can always ask someone who is.
Click on the 3 dots, select Board settings, then click on the Card layout "tab" - there you can add 3 extra fields to show for the Backlog
