Is it possible to add the workflow transition buttons in JIRA Cloud?

Workflow transition buttons appear based on the underlying workflow hence you can customize the workflow of the project and then the buttons should appear based on the transitions present in that workflow.
Currently you can't edit workflow for "next-gen" Jira cloud projects but you can do it for classic projects.

Also note that the "buttons" are deprecated in the new issue view in cloud. these have been replaced by simply clicking on the status and selecting the available 'to' status.
