How do I troubleshoot problem migrating database

Question

I'm following the process listed on this page, to migrate from the H2 database to a MySQL DB. I delete the dbconfig.xml and restart JIRA.  I tell it I want to "Set it up Myself" and point to the new DB.  JIRA starts creating the tables, but errors out.
The URL we're on at that point is https://jira-dev.x.com/secure/SetupDatabase.jspa
and it says
This page isn’t working 
jira-dev.x.com is currently unable to handle this request.

When this error comes up, there are 156 tables created.  Any suggestions on how to troubleshoot what is failing?

I found that it was a MySql configuration issue.  I was able to fix it by using this command:  ALTER DATABASE Jira_dev CHARACTER SET utf8 COLLATE utf8_bin
