can i install a add on that i made myself on cloud jira?

In the jira instance we are using we created our own timecalculation plug-in. I wish to install it in de cloud instance but can only choose te marketplace/url option. Not the download option

Only if your app (plugin/add-on) is a Connect plugin. Cloud only allows Connect apps and Server only allows Server apps.
