Is it possible to create Git repo in GitHub through JIRA ticket?

Welcome to the Atlassian Community.

It would be possible, you would need an app in Jira that can do external calls to GitHub's REST API for repositories. You may also want to checkout the Atlassian Developer Community to see if anyone has done something similar.
