Sub-tasks and tasks behave independently.
If you'd like to allow tasks to be closed only if all its subtasks are closed, use a marketplace app such as Scriptrunner and a script such as https://scriptrunner.adaptavist.com/5.1.3/jira/recipes/workflow/conditions/all-subtasks-resolved.html
