IF i change the project name(Eg:- JIRA TEST to JIRA DEV) then What about the the tickets/issues in the project & How to change the All tickets key (Eg:- JT to JD) available in the particular project
In cloud go to project settings > details. There you will find project name and Key where you can modify.
Actually when we change the project name we can change the key right
But i want to change the key on previuos tickets which are already created How?

No they did not mention how to change the key in previous tickets i mean already created tickets with old key and i want to update the key in the previous tickets to new key
When you use that procedure it'll change previous tickets to the new key. You might think it didn't work since JIRA will keep the previous key working for backward compatibility but if you manually change the URL to force using the new key, it should work as you intend.
It's either that, or i'm totally lost.

You move the previous issues into the project that has the new key.
Jira issue keys are always <project>-<sequence> so to change the key of an issue, you need to move it into the project with the key you want it to have
