Can we add tool tip in fields in JIRA cloud

Is this possible to add Tool Tip in for fields in JIRA cloud. Also kindly let me know if its possible to hover the tool tip.

I do not know of any possibility to do so. If you need to give tips for custom fields use the custom field description.
