Forbidden Access to Jira

I'm having trouble accessing Jira Via site to site VPN and getting this error

Forbidden

You don't have permission to access /jira/secure/Dashboard.jspa on this server.

HOWEVER it's working fine when I'm connected with VPN client

Can someone please help here!

You will need to work with the team that manages the firewall rules associated with those VPNs
