I would like to know if there is an official page that explain how Atlassian manage them version ?For exemple : JIRA Software Server : 8.0.0; 8.0.1; 8.0.2 ...
What does numbers mean ?8.0.x is stable ? or 8.x.x ?

Number changes like from 8.0.x to 8.1.x or 7.9.x to 7.11.x usually means its a new build with new features.
.x releases are usually bug fixes to those releases.
There is not really something called a stable release. New versions with new features always have a higher chance to introduce new bugs.
If you are really concerned about stability, have a look at the new enterprise releases. (More bug fixes backported)

Hard to say. Take the last release of the enterprise releases.
If you want to see which bugs are fixed or new features are coming in the next version, have a look at beta release notes ( https://developer.atlassian.com/server/jira/platform)
